Doug DeLeaver

Director, External Affairs & Community Engagement

Chief Douglas DeLeaver has over 40 years of experience as a Law Enforcement Officer in the State of Maryland. Doug spent over 22 years with the Maryland State Police. Throughout his very diverse law enforcement career, Doug has worked narcotics, contract murders, and intelligence and hostage negotiations. In 2015, Doug was appointed as a member of incoming Governor Larry Hogan’s transition team and then appointed as a Director of Government Affairs at the Maryland Transit Administration.

Mr. DeLeaver served as President of the National Organization of Black Law Enforcement Executives, as well as the President of Maryland Chiefs Association in 2007 and has been a member of numerous boards and organizations. Doug is a member of the Dangerous Drug Committee, International Association of Chiefs of Police (IACP), Maryland Chiefs of Police Association, Coalition of Black Maryland State Troopers, National Black State Trooper Coalition, National Organization of Black Law Enforcement Executives (NOBLE), FBI National Academy Associations, Conference of Minority Transportation Officials (COMTO), and the Board of Directors for “PULSE” (People United Living in a Safe Environment).

In 2008, Doug DeLeaver was recognized in Ebony Magazine’s “Ebony Power 150” as one of the 150 black leaders who made a difference in the United States.
